JOINT RESPONSE TO PLANNING CONSULTATION

Proposal: Installation of Automated Public Convenience opposite 109 High Street, Linlithgow

Planning Application Number  - 0754/FUL/07 Ranald Dods

Applicant J C Decaux UK Ltd/West Lothian Council (it being noted that the name of the latter has been hand-deleted from the planning application form!)

Observations

It is quite extraordinary that a local authority would promote the installation of such a structure in the middle of a conservation area officially designated as 'Outstanding'.  The flat-roofed, grey concrete box is entirely unacceptable for its location.  If such a facility is required, then it should be built into a permanent building in a less obtrusive location.

It is assumed that the proposed automated toilet is intended to complement the existing excellent traditional public convenience at the end of Guyancourt Vennel, for 'out-of-hours' use.  If, however, it is intended as a replacement, this would also be entirely unacceptable to the local community, particularly as an automated facility could not cope with the numbers of people visiting the town or attending events.

Conclusions

Linlithgow Civic Trust/WLHAS object to this application as the proposed structure would be seriously detrimental to the appearance and character of the conservation area.  Further objection to the principle of the development is made should the Council have the misguided aim of using the proposed structure as a replacement for the Linlithgow's present, traditional public convenience.
