LCT/WLHAS Joint Response to Planning ConsultationPlanning Application 0859/05 - Installation of Mezzanine Floor Space within Unit 1, Stockbridge Retail Park, LinlithgowObservationsLinlithgow Civic Trust and WLHAS have already objected to both the principle of allowing retail development on the site (primarily because of the diversion of trade from town centre shops), and to the detailed application (mainly because of the overdevelopment of the site, inadequate landscaping and unworkable vehicular access arrangements). The present proposal would make matters worse in all respects and should be rejected. The extent of the mezzanine floor space would have a further material detrimental effect on retailing in the town centre (conceivably increasing the loss of trade to 20% or more, based on the last retail impact figures). As previously stated, this would result in many shop closures with the prospect of under-used and vacant properties, possibly boarded-up or semi-derelict. This would be detrimental to the appearance of the town centre conservation area, and the run-down atmosphere would run contrary to the promotion of the town as a tourist destination. There is no room for further car parking to serve the additional floorspace, and the conflicts between customer and service vehicles at the site entrance would be exacerbated. ConclusionThe Civic Trust and the WLHAS strongly object to this proposal, and would urge the Council to refuse the application. Ronald P A Smith BSc MRTPI, |
